In Memoriam Dr. Boris Frlec
Dr. Frlec served as the Minister of Foreign Affairs of the Republic of Slovenia at the time when ITF Enhancing Human Security was established. On 4 November 1998, together with Ms. Madeleine Albright, U.S. Secretary of State, he signed the Letter of Intent that enabled ITF’s creation and future development. This historic act laid the foundations for what would become one of Slovenia’s most successful international and humanitarian projects.
As the permanent representative of the Slovenian government on the ITF Board of Advisors, Dr. Frlec played a vital role in shaping the organization’s strategic direction. Drawing on his vast diplomatic experience, he helped build enduring relationships with the international donor community and strengthened ITF’s credibility and visibility on the global stage. His dedication, wisdom, and unwavering support contributed significantly to ITF’s growth and its expansion from mine action into a broader spectrum of human security activities.
In recognition of his exceptional contribution to ITF’s development and existence, Dr. Boris Frlec was honored as a Face of ITF at the organization’s 20th anniversary, acknowledging his decisive role in ITF’s founding and his lasting commitment to its humanitarian mission.
Reflecting on ITF’s two decades, Dr. Frlec emphasized the organization’s importance not only for those it serves, but also for Slovenia’s international standing. He noted that while the path was not without challenges, ITF successfully preserved its core mission and continuously evolved to meet new humanitarian needs. He took great pride in having been part of these efforts and in the positive impact ITF achieved for people and communities affected by conflict.
Dr. Boris Frlec will be remembered as a principled leader, a committed advocate of humanitarian action, and a true friend of ITF. His legacy lives on through the countless lives improved by the work he helped make possible.
