MoU signed with Nucleo Operacional de Sociedad de Informação (NOSI), Cape Verde’s nationwide network provider

International Virtual e-Hospital Foundation (IVeH) - ITF`s implementing partner on the Telemedicine Program for Cape Verde (financed by the Republic of Slovenia) signed a Memorandum of Understanding with Nucleo Operacional de Sociedad de Informação (NOSI) that will now ensure the development and implementation of a telemedicine network throughout the country of Cape Verde. Professor Rifat Latifi, MD, President of IVeH, signed the MOU on 6 February 2014. NOSI and IVeH have already established the connectivity between nine islands of the country. The MOU will now facilitate the connectivity among other hospitals and primary care centers in the country.
In addition to the project in Cape Verde, IVeH has established successful telemedicine programs in Albania and Kosova. IVeH created these successful programs by using the Initiate Build Operate Transfer (IBOT) concept. This protocol combines the establishment of a robust telemedicine network and infrastructure, implementation of virtual educational programs through international collaboration and creation of human capacities that independently manage telemedicine and telehealth programs, and creates an affordable model that ensures full sustainability for application in developing countries anywhere in the world. The MOU between NOSI and IVeH is an additional step that will ensure sustainability of the successful telemedicine project in Cape Verde.
The additional connectivity will enable the expansion of the current telemedicine effort into other health realms and also continue to provide the much needed medical care to the citizens of Cape Verde. Additionally, this project and MOU will serve as an example for other African countries on how to build a successful medical system that uses telemedicine technology.
